Xingnan Primary School is a government school dedicated to nurturing students to become confident persons, self-directed learners, and concerned citizens. The school's vision is to be a "Community of Learners, Leaders and Innovators," and its educational philosophy is anchored in its core values of respect, responsibility, resilience, integrity, care, and harmony.

Xingnan Primary School was established in 1932 as Sin Nan Public School, a Chinese-medium school. It became a government-aided school in 1982 and was renamed Xingnan Primary School in 1988.
